Municipal Court Administrators Melded Into Unified Court

The Planning and Research Unit of the former Los Angeles Municipal Court has transferred virtually intact to the unified Superior Court, which has also placed several former municipal court officials in key posts.

Planning and research chief Joyce Cook becomes the only new member of Executive Officer/Clerk John A. Clarke's office, which includes four continuing Superior Court administrators, according to a new organizational chart released after the birth Saturday of the unified court and the demise of the 24 municipal courts.

The unit, while it was officially part of the Los Angeles Municipal Court, also did a great deal of work for the outlying municipal courts and the Superior Court.

Other new additions to the court's top staff include Judicial Services Bureau chief Jack LeVan, who held a similar post with the Los Angeles Municipal Court but fills a newly created position at the unified court.

Former Los Angeles Municipal Court administrative services chief Jural J. Garrett becomes deputy court administrator for legal/support services in the expanded court.

Peggy Shuttleworth, who was in charge of central court operations for the municipal court, now will essentially do the same job for the entire Superior Court system. Working under Shuttleworth will be civil administrators Tom Zecchini, who formerly managed the coordinated West Los Angeles Branch for the Municipal Court, and continuing Superior Court manager Larry Jackson.

Also reporting to Shuttleworth will be Criminal Administrator Susan Cichy, who performed the same duties for the Municipal Court.

Ed Brekke, who formerly headed both civil and criminal administration for the Superior Court, moves to a special position devoted to delay reduction and appeals.

Fred Klunder becomes Information Services Bureau director for the unified court.

Other top Superior Court administrators will continue in their currents jobs. Debbie Lizzari remains deputy executive director for administration and finance, and Tony Antenocruz continues as director of Superior Court "special courts" such as juvenile and mental health.

Ken Martone, who came to the court several months ago from the San Diego court system, will remain deputy executive officer for district operations. Bryan Borys, the USC public administration professor who helped guide the court through a study of its impact on and perception in the community, will remain organizational development and education director, a position he took last year.

Serving under Borys in a newly created post will be Community Relations Administrator Sharon Gonterman, who until Saturday was administrator of the Long beach Municipal Court. Also serving in Borys' division are Strategic Planning Administrator Earl Bradley, who moves over from the Los Angeles Municipal Court, and Operations Training Academy Administrator Ruth Goziker, formerly administrator of the Malibu Municipal Court.

Most of the former administrators of the outlying municipal courts have been assigned as trial court administrators in the same courthouses.

Court spokeswoman Jerrianne Hayslett said there were no pay cuts or demotions in any of the new assignments.

She also said the reorganization should not be considered an interim measure.

"This is where the court wants it to be, although as in any organization they're constantly assessing and reassessing," Hayslett said.
