Fourth District Acting Administrative Presiding Justice Named

Chief Justice Ronald M. George has appointed Acting Presiding Justice Richard D. Huffman the Fourth District Court of Appeal, Div. One, as acting administrative presiding justice of the Fourth Appellate District, the Administrative Office of the Courts announced yesterday.

Huffman will replace Div. One Presiding Justice Daniel Kremer, who retired July 31. He was appointed acting presiding justice by Kremer, AOC Public Information Officer Lyn Holton said.

The chief justice appoints an administrative presiding justice for each of the six Court of Appeal districts. Gov. Davis is expected to appoint Justice Judith McConnell to replace Kremer as Div. One presiding justice.

The administrative presiding justice is responsible for deciding financial, employment and other administrative issues.

A member of the Judicial Council since 1996, Huffman chairs the council’s Executive and Planning Committee and is a member of the Litigation Committee. He was a San Diego Superior Court judge before being elevated to the Court of Appeal in 1988 by Gov. George Deukmejian, who had appointed him to the trial bench in 1985.
