Davis Names Annie M. Gutierrez to Imperial Superior Court

Gov. Gray Davis yesterday named veteran public servant Annie M. Gutierrez to the Imperial Superior Court.

Gutierrez, currently an assistant U.S. attorney for the Southern District of California, will actually be resuming a judicial career that began before she became a lawyer.

The new appointee, now 63, was named to the Westmoreland Justice Court by the Imperial County Board of Supervisors in 1965 after returning home following a stint in the Peace Corps. That court was later merged into the Imperial County Municipal Court, which disappeared when the county’s courts were unified under Proposition 220.

Gutierrez graduated from Stanford University School of Law in 1972 and practiced for a number of years in Imperial and San Diego counties. She also served on President Carter’s domestic policy staff, was the first executive secretary of the California Agricultural Labor Relations Board, and was an alternate public defender.

She served as district director of the INS in Mexico during the last two years of the Carter administration, and as a criminal justice consultant to the Republic of Zambia for two months in 1995. She was a deputy district attorney in Imperial County before then-U.S. Attorney Alan Bersin named her to a position in the El Centro branch office seven years ago.
