Beverly Retains Appellate Post as Bascue Releases Court Assignments

Los Angeles Superior Court Presiding Judge James Bascue has kept on William C. Beverly as presiding judge of the Appellate Division for 2002 and has also returned most of the court’s 428 other judges and 142 commissioners in the same places they have served over the past year.
Assignments to the Appellate Division are made by the chief justice on the recommendation of the presiding judge. Beverly’s reappointment was made public Nov. 20, along with the assignments of the court’s other bench officers.
Chief Justice Ronald George’s office was closed on Thursday and Friday due to the Thanksgiving holiday, and George could not be reached to verify the Appellate Division assignment.
Court Unification
Judges Sandy R. Kriegler, Charles Lee and Patty Jo McKay also were retained in the division, which was known as the Appellate Department before Proposition 220, which paved the way for court unification.
The Appellate Division hears appeals in cases within the former jurisdiction of municipal courts, including misdemeanor and traffic cases and “limited” civil actions, where no more than $25,000 is at stake.
Most assignments are effective Jan. 2, when Bascue begins the second of his two-year term as the presiding judge of the nation’s largest trial court.
High-Profile Changes
Bascue has made a few high-profile changes for the coming year. The MetNews reported Wednesday that Juvenile Court Presiding Judge Terry Friedman was reassigned to the West District and will be replaced by Michael Nash, who will in turn be replaced as supervising judge of Dependency Court by Emily A. Stevens.
Fred Fujioka will become assistant supervising judge of the Mental Health Court to replace Supervising Judge Harold Shabo, who is retiring.
Bascue also redesignated several supervising judge posts in the Central District as assistant supervising judges to make clear that they come under the umbrella of the Central Civil departments, supervised by Judge R. Gary Klausner, a former presiding judge. In addition to Mental Health, the supervising judges of the Probate, Writs and Receivers and Complex Litigation courts will become assistant supervising judges.
The presiding judge also continued his practice, which he put in effect last year, of assigning assistant supervising judges in each of the court’s 11 “outlying” districts, as well as site judges in each courthouse where no supervising judge is sitting.
“In making the assignments for 2002, I have considered your ‘Preference Requests’ and accommodated them where possible and appropriate,” Bascue said in memos to judges and commissioners. “While I was able to honor most requests, a few assignments were made for the good of the Court.”
All assignments are effective until further order of the presiding judge and may be superseded at Bascue’s discretion.
