Scott Luskin Named Partner by Payne & Fears

Marcy Jo Mandel Joins Winston & Strawn as Of Counsel

The law firm of Payne & Fears has named Scott Luskin as a partner in its Los Angeles office.

Luskin, a member of the Executive Committee for the Los Angeles County Bar Association’s delegation to the California Conference of Bar Associations, is a member of Payne & Fears’ business litigation group, focusing on complex commercial matters, trade secrets, healthcare, and asbestos.

He also has extensive experience in employment and insurance coverage litigation, and “was an integral part of a trial team that obtained a complete defense verdict for a publicly traded airline in a sexual harassment matter,” the firm noted in a release.

Luskin’s undergraduate degree is from the University of Wisconsin-Madison, and  he graduated cum laude from Boston University School of Law.

The firm also named three partners in its Irvine office—Matt Brown, who specializes in business, real estate, and insurance litigation; Jeffrey Hayes, whose practice is focused on litigation matters, with a special emphasis representing policyholders in insurance coverage disputes in state and federal court; and Amy Patton, an employment lawyer who is chair-elect of the Orange County Bar Association Labor & Employment Law Section.

In other news, Winston & Strawn LLP said yesterday that former California Deputy State Controller Marcy Jo Mandel has joined the firm as of counsel in Los Angeles, with a focus on resolving state and local tax controversies.

Mandel served as tax deputy for three different California controllers from 1998 until this year. Before serving as deputy state controller of taxation, she was an attorney with O’Melveny & Myers for more than 15 years.

She also served as an adjunct professor at Loyola Law School for five years and is a former chair of the California State Bar Taxation Section.

Mandel won the 2013 Benjamin F. Miller Award for outstanding achievement and contribution in the field of state and local tax law from the Taxation Section of the California State Bar, the 2009 Award for Excellence by a Government Official from the Los Angeles County Bar Association Taxation Section, and the 2005 V. Judson Klein Award from the Taxation Section of the California State Bar.
