Brown Names Elwood Lui to Medical Board of California

Gov. Jerry Brown Friday named retired Court of Appeal Justice Elwood G. H. Lui to the Medical Board of California.

Lui, 72, has been a partner at Jones Day since 1987. A Republican, he received three judicial appointments during Brown’s first two terms as governor, being named to the Los Angeles Municipal Court in 1975, the Los Angeles Superior Court in 1980, and this district’s Court of Appeal in 1981.

He was a deputy state attorney general from 1969 to 1971, and holds undergraduate and law degrees and an M.B.A. from UCLA.

He has served on a number of task forces, boards and commissions, including the City of Los Angeles Harbor Commission. He was the special master overseeing expenditure of the special assessment for attorney discipline ordered by the Supreme Court after then-Gov. Pete Wilson vetoed the State Bar dues bill in 1997.

During the administration of President George W. Bush, he chaired a bipartisan panel that recommended candidates for appointment as judges of the U.S. District Court for the Central District of California.

Following the election of President Obama, he was named to a similar panel formed by Sen. Dianne Feinstein.

The Medical Board appointment requires confirmation by the Senate and the compensation is $100 per day.

Brown Friday appointed several attorneys to other positions in state government, including:

John K. Liu, 47, to the California Court Reporters Board. Liu has been counsel of the corporate department at Lowenstein Sandler LLP since last year. He was of counsel of the corporate department at Fenwick and West LLP from 2008 to 2012 and a partner at Charter Law Group LLP from 2002 to 2008. This position requires Senate confirmation and the compensation is $100 per diem. Liu is a Democrat.

Damian D. Capozzola, 42, to the California Law Revision Commission, where he has served since last year and served from 2010 to 2011. Capozzola has been principal of the Law Offices of Damian D. Capozzola since earlier this year.

He was a partner at Crowell and Moring LLP from 2011 to 2013 and was an attorney at Epstein Becker and Green P.C. from 2007 to 2011 and at Kirkland and Ellis LLP from 1996 to 2007. Capozzola is president-elect of the Italian American Lawyers Association.

 This position requires Senate confirmation and the compensation is $50 per diem. Capozzola is registered decline-to-state. 

Taras Peter Kihiczak, 49, to the California Law Revision Commission, where he has served since last year. Kihiczak has been an attorney and shareholder at the Kick Law Firm APC since 1991.

He was an attorney at Thelen Marrin Johnson and Bridges from 1989 to 1990. Kihiczak earned a law degree from the University of Pennsylvania. Kihiczak is a Democrat.
