Gov. Davis Appoints Two To Modoc and Shasta Superior Courts

Governor Gray Davis Friday appointed Stephen H. Baker to the Shasta Superior Court and Francis “Fritz” Barclay to the Modoc Superior Court.
Both attorneys are former county local bar association presidents.
Baker, 43, a former president of the Shasta-Trinity Counties Bar Association, is a partner in the Redding law firm of Carr, Kennedy, Peterson & Frost. He is a civil litigator whose practice emphasizes business, employment and labor law.
A fourth-generation Redding native whose father and grandfather served as Shasta district attorney, Baker earned his law degree from the McGeorge Law School. He will fill the vacancy created by retirement of Judge Gregory Caskey.
Barclay, 49, is a former president of the Modoc County Bar Association, a sole practitioner, and currently city attorney of Alturas. His father served as Modoc district attorney and as a Superior Court judge.
Barclay earned a law degree from Hastings Law School and will fill a vacancy created by the death of Judge John Baker.
Each judge will receive a salary of $139,476.
