Bush Nominates Five for Federal Trial, Appellate Judicial Posts Around U.S.

President George W. Bush yesterday nominated five candidates for judicial posts around the country.
Shreveport attorney S. Maurice Hicks Jr. was tapped to be a U.S. district judge for the Western District of Louisiana; Ralph R. Erickson of Fargo, a state trial judge since 1993, to be a district judge for the District of North Dakota; William D. Quarles, a trial judge in Baltimore and former tort litigator, to be district judge for the District of Maryland; and Thomas L. Ludington of Midland, also a state trial judge, to be a district judge for the Eastern District of Michigan.
Quarles was nominated for the district bench previously, by former President George Bush, but his nomination died without a vote when Congress adjourned in 1992.
The president yesterday also nominated Washington, D.C. lawyer Victor J. Wolski to be a judge of the U.S. Court of Federal Claims. Judges on the Art. I court serve 15-year terms.
Wolski, a former congressional staff member and onetime Pacific Legal Foundation lawyer, currently practices in the firm of former Assistant Attorney General Charles Cooper.
